Closes a newsletter issue: a sign-off, a line asking for items for the next issue, and the standing links. Put it last on the page.

The links here are standing links, not issue content, so they belong in the template. If the forum or events page moves, one edit updates every issue, and old issues keep working.
Parameters:
signoff: optional. Who signs the issue. Default
"The UCLA Miniscope team".
next: optional. Set tonoto leave out the
"items for the next issue" line.
