Description	Hours offset from UTC for the workshop's local timezone — e.g. 2 for Paris in summer (CEST), -7 for Los Angeles in summer (PDT), 5.75 for Nepal. Decimals supported for the few zones with non-integer offsets. Used by the itinerary template to convert SMW-normalized UTC times back to the workshop's local time. Without a value, sessions display in UTC.
