Render template for Category:Schedule step subobjects.

Called by the SemanticSchemas dispatcher when a category's Schedule step
field declaration designates this template as its renderer. The dispatcher
emits a single call with <code>category=</code> and <code>page=</code> in
place of the default per-subobject table layout.

Parameters:
* <code>category</code> — the subobject category being rendered (e.g. "Schedule step")
* <code>page</code> — the container page whose subobjects are being rendered

Rendering modes:
* If <code>page</code> has <code>Has submission deadline</code> set (i.e. it
is a Category:Submission page), the "Date" column shows computed dates
as <code>deadline + offset days</code>.
* Otherwise (e.g. on a Category:Schedule template page, which defines the
generic workflow), the "Offset" column shows relative offsets in days.
